Tobi stated Nagato was the Sandaime Rikudo Sennin because well he was(duh)

He had the body(partially) and the eyes which made a shinobi arrive to the Rikudo hood.

Basically that was Nagato,Tobi is the Yondaime Rikudo,Madara the Nidaime and of course the Shodaime Rikudo Sennin,who created the moon

Did you even read what I typed? I said he is so deluded with his obsession with Minato, he feels the need to try and degrade other shinobi. Obviously being the Third Sage of the Six Paths is a bigger deal than being a 3rd path.
