Very easy battle for Tsunade. Apparently Chouji's dad knew all about Butterfly Mode, which means that he himself must have access to it. Considering the amount of chakra it uses, I would say that it could potentially be as dangerous as the Gates if used for too long.

Anyways I digress, the point is that Chouji's dad has access to the Butterfly Mode (now we have two BM's, Bijuu & Butterfly, what are we going to do with that?) and yet he is considered far weaker than Tsunade, and weaker than Kakashi as he was considered for Hokage.

Tsunade is greater than anyone in Konoha with the exception of perhaps Kakashi ( I give that a maybe) and obviously Naruto.
