The real Oro was sealed FOREVER according to the description of the Totuska sword. Kabuto just injected Oro cells into his body. Kabuto has explained that he has to keep his chakara at a certain level to control those cells and to keep them from fully taking over him. This probably means that he will probably turn into a full snake like how Oro real form is a full snake if he doesn't keep Oro's cells in check. He probably doesn't want that to happen.
