The only reason I think he is underrated is because he does not have (maybe he just hasn't shown but we are going off of manga facts) an S-Rank long distance jutsu like dust release or rasen shuriken... that can take out something like Susanoo or other "Ultimante Defenses" thats why people say he cant touch people like Nagato

and another thing people dont understand is Minato can only be beaten my something that is insanely OP ex:Itachi(genjutsu), 3rd Raikage(brushes off TBB), Rinnegan users

and people who think Sasuke can beat Minato are just stupid

Actually the bolded part is incorrect. The third raikage was never hit with a TBB. Both the 8-tails and the third raikage fell with their jutsus in hand. That is a direct manga quote.

The scar on his chest came from him falling on his own hand. Seeing as a rasenshuriken can break his raiton armor, I am 100% sure that a TBB would demolish his existence.

But you are right that Minato has nothing to break his raiton armor. However I think it would be a stalemate between the two as Minato could just dodge forever and the third raikage wouldn't be hurt.

And to answer your question, every strong character gets overrated/underrated by the fans/haters, some more than others but pretty much all are.

Besides on latest chapters a lot hype was given to Hashirama, so him and Madarama are the main focus at the moment. But with this current chapters I prectic a lot of *** riding for Itachi and Sasuke, or even Kabuto coming very soon.

Edo Madara, Tobi, and Nagato I don't even think of as on the same level as Kage. They are too far above Kage to be classified as such.
