10. 2nd or 3rd Hokage (kinda hard since we know so little about Tobirama. And ofcourse if the 3rd Hokage is to be on the list, it would be in his younger days. I think he gets way to little credz.)

This is just a list I wrote quickly, it might be subject for changing the order on some of those, and there might be other ninja that should belong on that list. Might edit it later. And also, this is ofcourse just my own opinion.
