Shouldn't this jutsu cause more damage? I mean being impaled by this is rather deadly, if you even have one peirce directly up your leg it would hit an artery and you would surely die quick.

Damage doesn't mean how much actual damage you would sustain. Damage in our role-play is a relative value in how much damage it causes in comparison to other jutsu as well as rank of the jutsu.

Think of it this way.

If the spikes go through you, you die.
If the chidori goes through you, you die.

the only difference is that the spikes are easier to defend against than the chidori, due to the rank difference and power difference.

It's not because the power is low that it, in logic terms, can not kill someone. Does it matter if I pummel your head with a rock or a hammer? No, you'll die anyways after a while o-o

No one really uses the point system anymore. That was a while back.
Now RP fighting has evolved, it's truly more a battle of wits.
The damage of a jutsu is based on it's complexity and it's ability to threaten the foes life.
True that the Jutsu pierces through objects, but is it really that difficult to counter?
Now-a-days the more creative jutsu are the stronger ones.
Sure it's killing capability seems strong, but strength comes from the ability to outsmart the enemy.
