Itachi and shisui were very close for one thing.
We don't know all the requirements for unlocking ms. Shisui could have watched somone close to him die and possibly unlocking his ms. Reasons for this thought we didn't see kakashi or sauske kill anyone close to them to unlock theirs. However unlikely still probable.

Thats probably because there isn't one, heres a straight answer for you, "He killed someone close to him." Just like Madara and his brother, they don't tell you who they killed they just show the bodies getting owned.
