no way tsunade is stronger than minato. well if we are considering not only brute strength
this thread isn't about strength is what OP said.
minato did only one thing (it was one hell of a thing though) but only one thing.

and I didn't consider danzo. he doesn't even need to be considered.

minato didn't have enough time.
and tobirama is the least known hokage so far. I bet we will see a lot more from him.
