No2: Gaara wasn't a monster as a kid,but Shukaku did manage to do alot of damage to him mentally when the exams started.
Normally he managed to control Shukaku without any issues and was very civilised. It was only when he entered the Chunin exam that the crazy started to flood in.
Although I agree with your point,Gaara had a tough time and was messed up mentally from the word go.

Here in these several links we can firsthand see Gaara's bloodthirst while he brutally kills these participants during the exam. After this he claimed he hadn't had enough yet; wanting to continue further in the exam likely to continue such acts. The other two Suna siblings pleaded with him to stop and after considering it, he finally acknowledged their pleas.
This shows right here that while Gaara might have influence in committing those murders it alone wasn't a deciding factor. He grew to enjoy killing anyone who threatened his existence or anyone he deemed fit.
I'm not going to deny the truth and claim that Gaara was at complete fault as that isn't the truth but I can on the other hand it could be argued that to some extent he had control over his bijuu. He was able to resist the blood-lust and continue onward to the exam.

Hashirama and Madara were mercenaries who were hired to kill and fight in wars for foreign nations and were not condemned for this crime as Akatsuki members were, instead they decided on peace and in turned established the initial example of the Narutoverse's government.
Sasuke has likely done more "illegal" things than Gaara but I still firmly believe that because Gaara / Sunagakure as whole received a chance to redeem themselves that Sasuke should be allowed something similar. I'm not saying for him to be completely forgiven but perhaps he can attempt to makes amends in some way.
At this point in time he doesn't care about a pardoning but everyone should have the mindset of it being hypothetical; what is Sasuke wanted to change, should he be given a chance at this?
From what I've seen the only village that seemed to have a true personal conflict against Sasuke was Kumogakure, and perhaps Tetsu no Kuni because of the samurai.

The bolded part is my only issue. I agree that Gaara said this but directly after this,Temari & Kankuro said to Gaara that it no longer mattered what Gaara said as Sasuke was an internationally wanted criminal.

As Onoki stated, the villages have been concerned only with themselves, steal for their own gain and seek revenge after they’ve been deprived. It’s a cycle that has been repeated by the very same villages that condemn Sasuke for what he’s done.
I understand that Sasuke is only one person while a village contains many but who is to say that if he desires redemption and or has a change of heart that Naruto and Konohagakure won’t back him up? It’s still an open debate as far as I’m concerned so no one should be / remain intolerant about it.
I personally feel as if Kishimoto is trying to portray a message to us. It seems as if the very roots of the shinobi world are corrupt and require a renaissance in order to become truly moralized.
This obviously shouldn't happen from one chapter to another but if Kishimoto decides to do this (which he seems to be foreshadowing through showing this desire to eliminate the hatred and ultimately change the shinobi world) then I can assume he will try his best to make it as reasonable as possible.
I'm still remaining open to the possibility of him not receiving pardon or leniency but everyone ought to remain open about either occurring as well.

Sasuke always tried not to hurt People He even told ammmm forgotten his name,that water guy in his group not to kill any one & even didn't kill any body when he was training with Orochimaro

gaara was evil but was controlled by shikaku...he felt alone and killed becos of it but naruto changed him and gaara is now respected by his people
sasuke wanted revenge for itachi which is understandable but also wished to destroy konoha, he attacked needlessly, abandons friends and cares about himself
The difference is Gaara really had no control over his actions, the reason he killed was because of the Shukaku, and even then he tried to supress it. Sasuke is just doing shit because he wants to.
Meh that sounds like bullshit to me. You could say sasuke is just as much a slave to the Uchiha Curse of Hatred as Gaara was to the Shukaku. The fact is they both killed people and enjoyed it.
