Where would you guys place Tobirama Senju based on power and abilities. Like on Madara's and Hashirama's level ?

Well yeah, Gaara is also a Kage but he's nowhere near Madara or Hashirama..

Hashirama -> Madara -> Tobirama
Because he was able to cheat fundamental laws, too

- Hashirama: Created life ( Wood )
- Madara: Got Rinnegan from Sharingan
- Tobirama: Created Warer out of nothing

Garra is nowhere near his lvl? We dont now how powerful hashirama really is. Edo madara basically has unlimited chakra so of course he is going use his mokuton techs with ease. I mean he dropped two meteors with ease.

For example when madara used that giant flower tech to put the kages to sleep. We dont know how much chakra that technique takes for hashirama to use.

He's probably close to their levels. It's stated Izuna was close to madara's level likewise there must had been a shinobi 4rm senju to rival him. that's probably tobirama
