Sakura hasn't learned genjutsu but she has the talent for it.
Some readers say "she won't have time to learn genjutsu". Shounen manga has a history of speeding up training.
- Dragonball has the Hyperbolic Time Chamber
- Bleach has the Dangai
- Naruto has Kage Bunshin
- Negima has the scroll and Eva's Resort
- HxH had the Nen massage to give someone a full night's healing in minutes.
I think there is a way for Kishimoto to make her an expert in less than a day that's no less of a plot-no-jutsu than revealing Kage Bunshin can help you train by sharing memories.
How?
Training inside her mind.
Jiraiya states genjutsu uses the intellect. Therefore, while taijutsu requires improving the body, genjutsu should be able to be trained mentally. Even Kage Bunshin training was done through sharing knowledge.
Sasuke and Itachi shared a mental world by locking eyes, Sasuke looked into Naruto's internal world through eye contact, Naruto and Killer B did it by bumping fists, Sasuke and Orochimaru did it through Fushi Tensei. While Naruto's internal world is special for Jinchuuriki and the others have their own requirements, we can see the basis of a theory for a mental world to train in.
Why the mind?
We know from Tsukiyomi that genjutsu can manipulate the perception of time. What if instead of using that compressed time to attack someone, you used it to train them?
Before you say "Only the Mangekyou Sharingan can manipulate time like that", we have an instance of a non-kekkei genkai transferring a whole day of knowledge in 30 seconds. And that guy had mental barriers protecting him. Imagine if instead of the Rain ninja, Inoichi read Kurenai's memories and instead of Tonbo, Sakura was in there with him learning it.
How fast is that?
Let's say a whole day is 16 hours, that's 1920x faster than real-time. If he can keep it up for 16 hours, that's 3.5 years. That's more training than the time skip (which was enough to make her better in medical jutsu than the entire Suna), in an area she has an actual affinity for.
Won't this be abused to train everyone?
I'm not saying Inoichi's jutsu will be exactly what's used, rather it's a proof-of-concept that mental time can be compressed. This could be used as a basis for a genjutsu that could create a mental world to train in.
Much like Naruto and KB training, Kishimoto can take advantage of Sakura's unique combination of traits to give an excuse why only she can use this compressed time world:
Who has the time to do the teaching?
The Chekov's gun: Kurenai. She's Konoha's only genjutsu specialist, yet she mysteriously only fought once and now has to raise a baby so she can't go into battle. She's the perfect person to train.
Inoichi might also help since his daughter is best friends with her.
Is Kurenai strong enough to teach her?
Kurenai is the strongest known living non-KG genjutsu specialized human in the entire manga (that we've seen). Saying she shouldn't be the one to teach Sakura genjutsu is like saying Gai shouldn't be the one to teach Lee taijutsu (even then, at least there's Tsunade or A alive).
Students can surpass their teacher. Teachers are there to provide the basics and theory. Kakashi/Asuma trained Naruto in Fuuton, yet Naruto developed a Fuuton far stronger than either of them could do.
Isn't she irrelevant by now/Hasn't she given up/Why hasn't she done so already?
Tsunade may be holding her back. You don't want to seem like you're disrespecting your teacher, not to mention the village leader (otherwise you might never be promoted to jounin). Plus if Tsunade dies, she might see that her current style isn't enough for the current threat, and that she needs to take it a step further with genjutsu. Afterall, Jiraiya's death motivated Naruto to revenge which lead to Sage Mode training.
