A has been compared to a tailed beast. All the kages are being underestimated and underrated. Madara even says "Right... you are not that weak" but compared to Madara all ninjas of the modern day would lose, this is made clear by Dan saying that only Hashirama could defeat him.

Don't forget Naruto's clones were knocked back by Madara's sasunoo and caught by Gaara's sand. Naruto's clones are the strongest shadow clones shown in the manga.

well, i agree with some of what you have to say!madara is underrating everybody in his sight!
