okay i'll answer properly than. The white headband at the moment has no significance, effectively being just an ascetic character quirk. When he fought Konan you can actually see the other side of his face after he uses Izanagi. There was alway an eye there which doesn't look like it was covered by bandages (its alway behind a mask anyway). So basically costume quirk and nothing more (at least for the moment). Here's the page that shows it...

It wouldn't be cover his right eye otherwise he would leave himself blind seeing as his current mask only has one eye-hole.
My guess is he is covering up some sort of scar.
