I think that everyone is operating under the assumption that his Mayfly technique counts, where he fuses with the earth and then appears in another location.

Thus he will always be slower than Minato or Tobi.

In terms of actually physically moving his body he is not all that speedy at all.

naruto is faster then A i dont think that zetsu is fast! he can appear andn dissappear but that dont mean that he can keep up with the fastest chars in naruto!
