I don't think she does, she's a great Shinobi but not Hokage material.

Look at the other Nations/Villages, they all depend on their Kages, the Kage puts the whole weight of the village on his/her shoulders, while in the Leaf, it seems like Naruto is carrying that whole weight, but let's not forget that he's supposed to become a hokage, so that's how her (Tsunade ) character was built/created by Kishimoto.

I'd say let's wait until the finale. We cannot really conclude right now and say that she's the worst hokage. I'ts just that kishi had made her act be llike that for a purpose. EXample: during the pain arc, she's supposed to be weakened and fall into coma so the whole story could fall into places and give way to naruto becoming the miracle boy/Hero. Then danzo got to attend to the hokage summit. Then this made sasuke head to the summit. Supposed danzo had remained in konoha, another rampage could have broke out just after the pain arc. Again! I'd say let's wait for the finale or her finale, whichever comes first! Haha

choza would have been dead because of kakashi failed attempt on the deva path had tsunade not healed him from the brink of death. katsuyu helped naruto by giving him info and she would not be in konoha let alone alive without tsunade. hinata getting struck down triggering the nine tails would not have happened if she was DEAD. and im saying kakashi had limited options he had almost no chakra and could not move so that was really his only choice where he is a big help. in the end his contribution was insignificant to tsunade.

Tsunade deserve the title as hokage right now cause there is no one is capable for the job except for Naruto. People is eager for kakashi to take the role as hokage but someone please tell me does kakashi has the stamina and endurance to last a full pledge battle with the other kages I don't think so. Even kakashi admits that the princess of the leaf is more suitable for the job just saying. Tsunade lacks combat skills but she makes up for it with her high level of chakara and endurance and also she can heal the others without breaking a sweat.
