Kakashi's Stamina doesn't drain out unless he raises up his eye bandana and view out his Sharingan, the base stamina remains the same for him.. as for Itachi sickness makes him weaker, which makes his Stamina basically lower.

I think he means that they have all of their jutsu, but they don't have their Sharingan activated. Itachi's biggest trump cards (Susano'o and Amaratsu, for instance) cannot be used. Then again, Kakashi's time-space jutsu won't work either. If Itachi can still use all of his Genjutsu's without the Sharingan, then I'd be a bit more leniant twoards Itachi. If his biggest Genjutsus rely on the Sharingan, I'd root for Kakashi.

Btw, any high-level Shinobi's has their own unique techniques which related to something like Eye techniques/High Chakra reserve/Jinchuuriki/Triple element user, etc.. that's what makes them special, so keep that in mind, it's like taking Nagato's Rinnegan..
