Genjutsu: 4.5/5 - Assumed to be good, but we haven't seen enough to make it 5.
Taijutsu: 5/5 - Swept away so much of the 4th division.
Intelligence: 4/5 - He hasn't proven himself to be very smart yet.
Strength: 5/5 - From what we've seen, he's strong.
Speed: 4/5 - Not as fast as the fastest, but he's fast.
Stamina/Chakra: 5/5 - Was said to have a high amount of chakra for an Uchiha.
Hand Seals: 5/5 - Being an Uchiha makes him good with hand seals.

Overall: 37.5/40.



NOTE:
If we see Tobi show his Taijutsu and Ninjutsu, he's a 40/40 most likely.
If we see Madara use his best genjutsu and display true intelligence, he's a 39/40.
