What do you mean by "better version of EMS"?

Are you talking about the Rinnegan or a stronger EMS?

Oh and no, if you're saying this because madara's ems sucks, and now sasuke's kinda does as well, well I'm sorry lol.

The sharingan evolves into the rinnegan, only after the proper steps have been made... such as: obtaining MS, EMS, and then you get rinnegan (not enough info on whether senju DNA is required, but is more than likely)

However, it is said or people have stated that after the EMS is unlocked, a new technique is born. So Sasuke may have one more technique up his sleeve...

I think he meant the order of the sharingan's evolution into its more advance forms "first comes the sharingan, then comes the mangekyou sharingan, then the eternal mangekyou sharingan, and finally the rinnegan". I actually think that this is possible, as Sasuke's mangekyou sharingan's power (namely his susanoo's power) increased as his hatred increased, so if Sasuke's hatred swells even more, his ems' power will go up as well, up until he inevitably unlocks the Rinnegan (I say this because of, you know, plot-no-jutsu, not out of being a fanboy)
