but like the uchihas they wouldn't all be able to awaken it
and the majority wouldn't thave the chakra to maintain it
Nagato did as he was an Uzumaki who are known for their vast chakra reserves

but the only one to have the rinnegan naturally was the sage and possibly Nagato (circumstances not fully revealed yet lots of speculation)
