For Tobi to make Shisuis eyes he'd have to do almost impossible genetic manipulation to grow an eye. And even if he did, what good would that do? It wont have the sharingan never mind MS as the eye wont of experience life threatening experiences to unlock it.
Shisuis eyes are gone, and thats it. Unless they grow another Shisui altogether, which would take years and also be very very difficult to achieve, so unlikely to happen.

So basically, no shisui eyes anymore

Assuming that Tobi can use Edo Tensai, and he might not be able to because he's never seen how the individual bodies are processed, he wouldn't summon Shisui. Shisui committed suicide because he valued Konoha to greatly to have his eyes used against it.

That puts Shisui directly at odds with Tobi, so he'd never resurrect him.

You can clearly see , that Tobi has Danzous body.

And Tobi has placed Shisuis eye in a container.

Shisuis eye is damaged.

It's no longer useable.(for sharingan techniques)

But it's possible to use the eye for EDO TENSEI!, to use the DNA in the eye = EDO TENSEI.
