Madara's war fan

Does anyone have any theory which explains how Madara's war fan ended up with tobi?
Does this mean that Tobi IS Madara?

What exactly does this thing do?
Is it a mere weapon, or is it something much more sinister?

Edit: Tobi's fan also has the tomoe on it. This makes me feel that the two fans are the same thing, and not replicas.

Madara was able to use it as a weapon it seems.

Tobi on the other hand probably uses it to cool himself down when exposed to high temperatures, since he tends to melt like a snowman.

Well it is a war fan, and the REAL Madara's version also had a Kama attached via the chain, while Tobi's chain appears to enter his sleeve.

Since it is a fan, i think Madara might have used it to empower his fire jutsu? using the wind from it to make his fire Jutsu more powerful, and also to deflect incoming attacks, or weapons... kinda like Temari with her fan.

I still think Tobi is indeed Madara and the Edo Tensei one is just a lab rat that Orochimaru made with Madara and Harashima DNA
