she's not an S rank criminal or ninja, the only crime she commited was stealing food to eat lol

lol she's overrated thats like Neji Lee and Ten ten start the an orginization, lee dies and neji takes over and recruits people (itachi kisame etc.) will you think ten ten is strong because she's affiliated with them?

She did more than just steal food. Along side her male counterparts she lead a rebellion against Hanzo. She is a talented ninja, even with her paper techs she is able to restrain multiple ninjas at once:

She isn't stupid ether, she made plans to defeat Tobi knowing he would turn his back and try something against Nagato and herself. With her paper ability she can easily out maneuver most ninjas, She can construct large objects out of the paper quite easily, she can easily hide paper bombs within herself to defeat her enemies.
-What I'm getting at is that she is quite strong an is above most jounin ninjas. Her only true weakness are water and fire. But just like the hozkui clan she is basically invulnerable to taijutsu based attacks and can easily manipulate her body at will.

I could care less about Konan. But truth of the matter she isn't weak

She maybe overrated but she is in the akastkui for a reason. She is a S-ranked ninja, or at least has to be. We have to give her credit. When she went to the leaf with Pain she did kill a hand full of ninjas. Plus she was trained by Jiraiya for a little. Also its not her fault she didn't get that much air time, like most female characters she doesn't get to show off all her power.

She did more than just the paper ocean technique and also since you guys seem to forget, she seemed to have one more ultimate technique to pull off that had some kind of rainbow effect but tobi was too fast. i wish we got to see what it was. i bet it was something devastating.

Not really, All three of them formed akatsuki; Nagato, Konan and Yahiko. They formed it as a rebellion against Hanzo basically. And if you want to get specific then Tobi was the one who formed it so that he can get the 10 tails

she can't beat any jounin we know of (ex. kakashi gai neji darui) those kinds of jounin maybe fodders i guess :shrug:
