I would go with Shikamaru, it was stated that Shikamaru in a bind, can think on about 200 strategies quickly, and pick the best one of them all at that very same moment, stated by Asuma on his fight with Hidan, Itachi is also smart, but he takes time to prepare for battle beforehand, Itachi creates a perfect strategy for battle like Shikamaru, but Itachi does before battle, again Shikamaru can think in the middle of battle, I don't think we have seen Itachi to think on his feet like Shikamaru does, so I go with Shikamaru.

what the...Itachi doesnt prepare before hand...thats shikimaru...Shikimaru is great for preparing before and hes good at analyzing a situation and coming up with a counter during battle as LONG as hes just sitting back and watching. If it was 1 on 1 with no time to prepare he would get owned.

itachi on the other hand is so clever with out preparing can pretty much never get caught off guard and can see through anything WHILE fighting.

I think itachi > shikimaru in battle
But Shikimaru > itachi if he plans ahead

If you were to evaluate it overall itachi is smarter

I would say Shikamaru, not just because he's one of my favourite characters, but because Asuma Sarutobi stated the boy can think up 200 strategies and PICK THE BEST ONE very quickly. Itachi himself is a very intelligent individual, as seen when he finds a weakness in his enemy's jutsus (e.g. Nagato's Chibaku Tensei) etc.

But Shikamaru's IQ is very likely to be much higher than Itachi, and he's able to beat opponents much stronger than him but purely outwitting them. Itachi, clever as he is, is one of the most powerful characters in the series, and his battle plan is virtually the same everytime (genjutsu early and finish hard with Amaterasu/Susanoo). There's not much planning/strategising involved, whereas Shikamaru is seen multiple times making a ring with his fingers and thinking hard about strategies.

regardless of why the point is hes better during battle. And i wouldnt say its only because of his sharingan. As we saw when he fought pain with naruto hes very analytical thats how he was able to figure out the weakness to pains jutsu.

i will go with itachi cause he thinks about everything and has plot out every move ahead of time example sasuke and the crow he place in naruto.I know shikamaru can do that too but itachi brains can be put to use under any condition due to the fact that he has the skills to put forth what he thinks about.
