Obviously Tobi was very adept at manipulating shinobi into working for him. He obviously convinced Pein into believing in his version of controlling the world and concept of peace through pain. I can understand Itachi needed some place to be since the uchiha massacre and assuming Tobi helped him, he obliged by following him, but the thing is nobody knew who was running the organization really and Tobi/madara had never met the other shinobi before. They knew nothing about Pein either.
Only Pein, Konan, Tobi, Zetsu, and itachi actually had any real knowledge and motivation in Akatsuki. Oro might have had his reasons.
For all the world, I cannot understand the motivations of other members. I cannot imagine why Hidan, Kisame, Sasori, Deidara, and Kukuzu would join the organization even if it promised them protection and money, since they could have had them on their own. Why would they simply catch tailed beasts at such risk for the organization with themselves having no control over them? Kukuzu was intrested in money, but he could have more efficiently have been hunting down bounties without the help of Akatsuki.
