EMS Madara? Yes, they should be fairly equal when it comes to pure power, considering how strong Itachis and Sasukes eyes were.

Madara was the first Uchiha to obtain the MS and the EMS. When he and his brother were born they had the strongest chakra the Uchiha had ever seen. Madara became the leader of the Uchiha clan with his power. He has led them through a restless war period.
He and Hashirama posses the most experience in battle out of anyone in the series.
Sasuke wasn't born a prodigy, he wasn't anything special. All that made him strong was his hatred and the powers he was given.

Madara Completely Outshines Sasuke In Terms Of Battle Experience, Strategizing, Chakra, & Proficiency With Usage Of The EMS - Sasuke is Only Now Getting Accustomed To His EMS, So Madara Would Win If They Were To Fight At This Point. Give Sasuke A Few More Years And A Few New EMS Techniques And Then We'll Have An Interesting Match-Up.
