2.tobi(6 bijuu and rinnegan , gedo mezo)
3.nagato/madara(the perfect rinnegan user and the ultimate uchiha , both could take on 5 kages)

12.hashirama(wood style , really fast and could control bijuu)

14.jiraiya/itachi(best genjutsu user and best senjutsu user)

dont criticise , this is opinion based , and also i havent added hiruzen , tobirama , izuna etc. cus their abilities are unknown

i think mei is strong because of her 2 KG's and i do believe gara would actualy beat them now he has grown quite alot i think he may draw with jiraiya on second thoughts but gara is very powerful. he beat 2nd mizukage and 4th kazagake all on his own pretty much and he did them one after the other that is quite a feet

sorry dude , gaara , KM naruto and onoki are a match for muu , not gaara alone , mei is on same level as gaara , jiraiya... possibly , but i dont think so , gaara had naruto as help against the 2nd mizukage , his dad got emotional wtf do u expect?

naruto hasnt won a battle without the fox'es help are you a ***** hes a jinchuriki since when he is not suppose to use it? he pretty much owned kakkuzu without the fox he owned pain without the fox yes i know the fox helped in that fight but who dealt the finished blow? not to mention all those other pains he beat when he didnt go all nine tails you fail.

the term ninjas are people who are hired for assasination,espionage and all that sht..
They weren't ninjas.. they were monks.. and normally people who lived back then

itachis 14th , before the war , as of current in anime he goes 5th , but now hes left in the dust , yes hashirama is 12th cus hes slightly weaker than minato and minato is weaker than the above , he seems strong but really hes just gai with no gates but has ftg and sealing jutsu....

by raped you mean almost killed naruto and bee like they where nothing?the edo didnt effect nagato cus his chakra level was insane to begin with while itachis is pittyful as ac non edo , naruto had tons of knowledge while nagato was unconcsious and controlled by kabuto who knew little of his techniques so nagato>>>>>>>>>>>>>>>>>>>>>itachi and living nagato>edo itachi
