1. samehada didn't actually switch allegiences; it was kisame's plan all along to sneak into hidden cloud on Bee's back, while fused with samehada.

2. Half the reason samehada liked bee's chakra is just how much of it there was. There's no reason to suspect that oro has access to a metric shit-ton of chakra like bee does.
