Onoki starts off 30 ft in the air . Onoki has no back problems.
Minato has 10 Kunai. Minato cannot teleport to somewhere out of the area.

But As for now my vote goes to Minato.

All Onoki has to do is apply a Dust Release big enough to cover all the area which Minato and his 10 kunai's are in.

Well yes he can.

If he Throws a Kunai in the Air, He can Teleport to that.

But because of gravity the Kunai will have travelled back down if he teleports when the kunai reaches its highest point. If Minato teleports before it reaches its highest point he will not have gone far enough to reach Onoki.

Anyway Onoki isn't glued to the spot he can go further up while Minato is trying to reach him (and failing).
