I have to say, comparing gai to the fourth based on the fact that a few genins didn't see him move is a pretty poor piece of evidence. Don't get me wrong, he is insanely fast, but I wouldn't say that he is on the fourths level based on that.

Also, you compared gai's defense against Gara's sand prior to him developing full control over his skills. Prior to the time break, gara was in a constant state of unrest because of how the Shukaku was effecting him. Again, I agree he's fast, but your pieces of evidence are weak at best.

Except "Yellow Flash Speed" is instantaneous, assuming you're speaking of FTG. And if you're talking about Minato's speed specifically, we don't really know exactly how fast he is, just that Tobi thought simply based on his own speed he was deserving of his moniker. You're examples were using genin. Heck, at that time, Sasuke's speed was rated at like 2.5/5. How he was not obliterated by Haku in speed was Plot no Jutsu for sure.

But Guy is awesome jsut based on the fact that Kakashi left him to handle the entire Six-Tails by himself while he handled several Version 2 Jinchuriki. Now THAT is pretty damn badass.
