But IMO the Raikage wins this, High Difficulty

hmmmm , really tough , A is fast , too fast , sakura and chiyo are no problem , but in the rare event where a puppet will get through his raiton armour and scratch him , he may die before the end of the battle , 50/50

No he didn't. He never uses the 3rd kazekage puppet, only the Sasori one. These are the only puppets Kankuro has used in the war.

then they have to come up with a strategy to keep him at a distance then Pierce his armor but A could end it before they begin if he wanted to
