Mayb the fact they've grown, also because they've got hosts (jinchirikis)? I'm not sure.

I dont think the juubi will be revived. i mean, its possible. and with i dont think i also kinda mean i HOPE NOT.

But "Again Being One" as the SO6P said, might just mean One as in, peace. countries, nations. humans and tailed beast being one.

And the Gedou Mazou is a summoning,the statue of a heretic God. If Tobi is to be trusted, Juubi's body lies within the moon. The Gedou Mazou would be some host, like the bodies used for the Edo Tensei.
