Its proven that each of the tailed beasts have chakra affinities... the tailed beasts came from the 10-tails... does that mean that the 10-tails can use all the elements?? it makes sense if you think about it... in that one picture of the 10-tails it shows it having something resembling the Rinnegan... that would enable it to use all that elements....
