We don't have a proof if Tobi has the Mangekyou or not. This thread is just an assumption.

not likely. There are a whole host of reasons it wouldn't unless there is still unknown information yet to explain about the eyes.

1 of 2 things would have to be met for this to possibly work

1: Tobi is Kakashi's long lost brother. But this posses a problem because both Kakashi and his brother would not be Uchihas so they would just be trading eyes that belong to other people. Unless of course, his brother is a half brother whose mother was an uchiha which would explain why he is a lost brother. (super unlikely though)

2: Obito has a brother and that is who Tobi is. If that is the case, the only required rule you must posses one brothers eyes then the other. Not actually be the owner and just obtain both sets of abilities from the eyes,

Side note: There is likely some connection with Tobi and Kakashi though since Kishi did mention Kakashi will have a big role to play

Final thought: Why don't brothers just trade eyes so they both have EMS? Would have saved Itachi a lot of trouble to just trade with sauske. Both Madara and Izuna would have been alive and been able to take out the first together too.
