no, as Madara can still suppress the Kyuubi, despite what others believe. Even though Naruto has control over the Kyuubi, Madara's sharingan was known to achieve perfect control as well, as the only people to be able to completely tame the beasts were Madara Uchiha, Hashirama, Bee, and Yagura
