What of tobi knew that if there were to be a strong enough power, the 5 nations would be forced to work together. You see, tobi plans on losing the battle but at the same time putting up a good fight tough enough to force the nations to settle their decisions because he knows that he made peace bye pretending to destroy the world with his peace plan, the moons eye. Tobi want's peace. What's a better way to bring about peace than to wage war against the people you want to be peaceful? Also, Nagato and Itachi were talking about how Kabuto was messing up Tobi's plans with the Edo's. Probably because Kabuto wants to win the war, when your theory is Tobi's real ambition.

His "Moon Eye Plan" is used to break the cycle, because obtaining peace that way, "Hope," was a slow process and could take years. Wheather they settle their difference or not, he was still contiue own with his plan.

Part of me agrees with you, the other part of me says Tobi could care less about the peace of the 5 nations...(especially when you consider the nobles that rule over them). This is a great post. (I hope Naruto doesn't overcome Tobi with his Friendship-jutsu)
