3rd raikage tied with the hachibi so taken his powers into account 4th raikage cannot go further than tieing with one of them,
the others,
gaara's defense won't save him for long,
tsunade's punches/kickes wouldn't do that much of a job,
mei has a strong offence but her defence is weak, she'll be done in her first mistake,
since onoki can fly he has a lot of advantage but nanabi can fly as well so it won't matter his dust element wouldn't work on flying opponents and since he's got his hand full with nanabi he won't be able to help the others,

so bijuus tear them apart

I think the fight would end in a draw, I know I just typed that Kage might win but I just dont think the kage have enough chakra remember it says when bijuu's fight without a jinchuuriki they are weaker and there is no one to control/use their powers smartly,

Gaara's ultimate defence can complement Mei's acid attacks and Onoki's

Raikage and Tsunade can distract tailed beasts..... one by using slugs and the other by using speed blitz.

In a long term fight Kage's win...... via Mei Melting all 5 bijuus

In a short term fight that means TBB from the 5 bijuus= Bijuus win

Kages win.
Mei would be the main unit here since the bijuu's are massive and wouldn't be able to protect against the acid or the lava.
But since Mei hasn't got a good defense then she will be protected by Gaara.
A and Tsunade will be distractions and the slugs could also help.
While Onoki in the air will dust release any bijuu that has it's defenses lowered from Mei's acid.

Bijuu will take this, the only people i see of the kages have a chance of just surviving a battl where it is not allowed to run away is the 3rd raikage with his unbelievable speed and strength and Oonoki who can fly and use dust release.
