The eye was activated when naruto used it same period as naruto bijuu mode matter fact the same day. If itachi didn't die and told sasuke the truth , sasuke would have never went to destroy the leaf who would work itachi hard enough for him to use that eye??? Bijuu mode wins.
Itachi's only counter would be tsukuyomi and totsuka sword.
But the flaws to this are tsukuyomi is said to be unbreakable however according to bee all perfect hosts can break genjutsu. Also totsuka sword is close to medium range but naruto has gotten hella fast. And letting him get close to you is what you dont want
