So he doesnt have half the foxes chakra. He has the full physical power, but not the spiritual power. There are two different chakras.

And Tobi has Kinkaku and Ginkaku's chakras, I think Tobi will be forced to use them, or reseal the beasts and use Gedo Mazo to fight.

I think Tobi will use the Kin Gin brothers for the final piece of the juubi and Naruto will keep Kurama. My only question is whether Killer Bee gets captured or if Tobi uses the tentacle from the hachibi to make the juubi
