So I was wondering....how are all these Uchiha dead if the Sharingan users can use izanagi, I mean it cost an eye but they would still be alive, and you can get new eyes...

you forgot the part where izanagi needs the person to have senju dna as well as sharingan. its harder to gain than you think U_U

More of a rarety now. If there was that much of Senju DNA then the last would have been used on Yamato and the other kid's Orochimaru experimented on with it.

Also, if he used Izanagi during his battle with Konan, does that mean that Tobi is blind on his sharingan eye?

In his left eye yeah, hence why it was replaced with a Rinnegan eye. He was going to do it anyways hence why he went to Ame and fought/killed Konan but it was because of him using Izanagi to escape her ten minute paper bomb that he ended up being forced to replace it.
