I think before naruto getting completely transformed into Kurama Kishi shud hve' explained about ying and yang portion or wht'ever he have recovered or smthin' but atleast he shud hve cuz its really exciting' now 2 see kurama nd naruto teaming' up but if Kurama is not at its 100% bt still knocking' off the other Tailed Beasts it wud be too much for alone kyuubi ... thts wht i think wht abt u Guyz :shrug:
That's the only logical explanation, considering that it's lack hasn't been brought up by Kurama himself, Naruto, the Hachibi (who knows the original chakra of Kurama) or anyone else.
Minato was only trying to seal as much chakra as possible into the Shinigami because Naruto was a newborn, the whole of the foxs' chakra must have been too much for him to handle.
Minato only sealed Kurama's chakra, not it's chakra regeneration ability or it's chakra reserves.
Think of it like sealing away the water in a fountain. The depth or width of the fountain won't change, the only difference will be that it's empty. It will fill up again in time and reach it's original state.
We all know that Kurama had been feeding off of Naruto's chakra since the beginning, it's completely plausible that it has managed to regain it's original state by now.
Also, we've seen that his size indicates the chakra he has.
Here, when Tobi summoned him, we can see Kurama in all of his glory:

And finally, here is when Naruto went against Nagato. Chibaku Tensei is humongous. Respectively, so is Kurama. He seems to have regained his original form.

As a last addition. It's just my way of thinking but, everything Yin has a little bit of Yang in it, and vice versa. Even if Kurama had lost all of it's Yin chakra, the fox could probably regenerate it from the little seed of Yin that was left in the Yang.

Many say the fox recovered the amount of chakra he has but it's not as powerful as it was before. Other say he recovered his yang chakra in time because all tailed beasts are mass of chakra in the form of living beasts. Minato pulled the yang chakra out of the fox to seal it but he didn't seal the yang chakra from the fox for good like Orochimaru tried to do to Naruto until Jiraiya unsealed it.
no he hasnt forgotten , either the 9 tails chakra regenerated as any shinobis would (seal half chakra so you can actually seal him XD)
or when minato met naruto for the 1st time the yin + yang merged
