How did Sasuke plan on killing Naruto?

Remember back at like the first season of Shippuden, Sasuke said he was going to kill him when they met at Orochimaru's hideout? He put up his hand which indicates he was going to use Kirin.. you need to change the atmosphere in the sky to be able to use Kirin so WTF was he doing?

Sasuke had full chakra + CM so he had enought chakra to create kirin by himself. in the fight with itachi he wasted all his chakra + his CM got sealed in the fight so he needed the fire dragon and amaterasu to use less chakra for kirin

no, zetsu himself stated that no human by himself can create a jutsu like Kirin using pure chakra
