Actually the U.S Government has the power to shut down and seize webpages' assets (they have this power thanks to the the 2008 PRO-IP Act pushed by the same industry servants in Congress behind SOPA), they closed Megaupload without any real proof, or a trial, Megaupload was a page worth of millions dollars.
