I been wondering why didnt tobi summon the 1 tailed beast ?

there isn't a jinchuriki to put it in right now. the only one would be gaara, but he is alive atm

Probably cuz he was limited to only 6 paths and the one tails has less chakra than the rest. Plus he had the bodies of the previous hosts but didn't for the one tails so that could also be it.

he has to have a jinchuriki for him to control....the gedo statue has to has a stake implanted in a jin for it to work
