agreed, but I think it has been brought up before with the rules and stuff that unique jutsu's and like kekkei Genkei can be sort of taught even if the teacher isn't a sensei, cause that would mean like byakugan user's would never be able to develop their byakugan, so I think it might be legal, and if she is allowed to teach custom's like this, than this means that so can I lol

BiBi hinatahyuuga [other acc] personally asked pein to put it on the site and on the ninjutsu page it says ony teachable by HinataHyuuga. And she tought alex j willow, ino, and me on here, and said we could teach it if we want. So thats why i can only teach it along with the other girls.

well, I don't think you should be able to disobey the rules, even if you are a mod, you should like randomly apply first(for you It should be extremely easy, so you should make it in no time, and you should anyway's cause we seriously need more sensei's)
