Naruto:Water Release

It would make sense if naruto got water release. Why? Well Sasuke has lightening and fire release. Naruto already has wind. So why not water? when sasuke and naruto fight, if sasuke uses lightening naruto can use wind release to counter it and if sasuke uses fire naruto can use water to counter it. but sasuke can also counter both, making both fighters equal.

Water obviously conducts electricity, but according to the Naruto world Water is not weak against Lightning
