SPOILERS Did Luffy Gain a new level of control on the Gomu Gomu No Mi?

In the last chapter I saw this:

does that mean he can control the Gomu Gomu No Mi in a level like Mr. Fantastic? I mean, I can't think of him, throwing his hear, and spinning it around Nami... I think he did that in the same way Mr. Fantastic uses his powers... that would be cool!
