1 vs 1, I think sakura is the strongest of the four girls, even outside of battle she is more useful than they are. Just because her character sucks doesn't mean we should downplay her skills and abilities. She definitely got left in the dust by naruto and sasuke, but against her other peers she is well up there.

but also i said sakura sucks, her abilities are good but she herself isnt, but if u think about it wit all the new foes out all the peers arent that good at all at least not anymore

She does beat the crap outta Ino and tenten, a though match with Hinata wich I don't want to start a debate about. I agree she could be strong but since he character sucks so much, she doesn't fight, she stands back and cry :|
