dont forget 2nd mizukage , better gunjutsu than tsukyoyomi , faster , chakra monster , water style helps him , fire style and earth style do nothing to him and he has that clone thing and can use suigetsus technique when he turns into water

If you ask me, it all depends if the shield of the 3rd can protect him from dust release...

If it can, they're equal. If it can't well, Muu is stronger...

How can people say kabuto? True no one can beat him in a 1v1, why? Simple, because he'd summon 10 people to fight for him and run to a safe place to control them.

Tobi himself isn't that strong he just has the best support jutsu. Being able to have any attack phase through you is certainly an awesome technique, not to mention his teleportation. If Tobi fought someone head on without using his phasing ability he wouldn't beat most characters.

any rinnegan user is strong... he is strong , without eye jutsu he is at about jman base level
