1. 3rd Raikage.... Took on 10000 men and lost to a naruto clone
2. Sasori got beat by sakura and chiyo
3.4th Kazekage.. took on the shukaku a bunch of times, yet gaara beat him without a sweat

Tbh most of the so called elite ninja's in the war were trolled by kishi.

1.) Hiruzen Sarutobi( was hyped up so much in part 1 to the strongest Kage alive until his death when 3rd Raikage was still alive and so was Onoki and Yagura.)
2.) Byakugan was said to be superior to the Sharingan in Part 1 and Neji stated that the Sharingan came from the Byakugan but in part 2 wecsee which one is stronger.)
3.) Sakumo( Kishi praised him as being greater than the sannin without so much A's a flash back or him being brought back via IWR.)
