the only fact that u can say for sure is kurama the 9 tails is the strongest but other then that there is no proof of who is strongest in order but ill bet the 4 tails is pretty high up he is my second fave tailed beast

Kyuubi obviously. Shukaku was only angry at Kurama for saying that because it meant that Shukaku was the weakest of the Bijuu, and let's face it, no one likes being called weak.

however if you go by mythology, the order is actually -
1. Kyuubi
2. Hachibi
3. Gobi

Which does in turn stand corrected with what Shukaku says about tails not meaning you're the strongest since the Gobi is the 5-tails.
